Kevin Strootman looked to have sealed the points for Roma with a penalty at the 52nd minute, only for Muntari's late strike to earn the hosts a share of the spoils.
Roma head coach Rudi Garcia was disappointed with his side who wasted chances in the draw.
""In terms of football I have to be disappointed, as when we are in front twice we' ve got to avoid certain mistakes in defence,"" Garcia said.
His Milan counterpart Massimiliano Allegri was satisfied with the result.
""It was an entertaining game for the spectators, a little less for us. We knew Roma were strong in space, but there were incidents we should' ve avoided,"" said Allegri.
